Nokia phones are comparatively a lot cheaper in India owing to the large customer base and the ever growing mobile industry and tough competition from other mobile companies. In India, we do not have contract deals like in the other countries as such companies like Nokia get the entire money at once when a customer buys a mobile phone. There are lesser complexities in legal terms because of the absence of contract deals. All the Nokia phones are sold in India factory unlocked.
Further, we can still hope the phone to open for pre-orders early in India as it has already opened in rest of the world. It was expected to be delivered in India than rest of the world but this doesn't seem true. But i hope, the pre-orders should be opening by end of this week or early next week.
